It means the culprits are alive today and should be in jail or executed according to state law

apparently no one is big or powerfull enough to do the job
so culprits go free--and can do it again
maybe the truth will emerge one day
probably after the culprits are dead
fancy destroying humans and society for personal profit
what sort of people are they?
its said thieves and criminals always fall out and spill the beans
